This episode is underrated. The Torres part of the story was really well done from when he breaks his sunglasses that Revees gave him, to getting arrested, to telling Ellie he misses his buddy. The main storyline isn't that bad either.

Isn't it a little dated for NCIS to do a Desperate Housewives style parody/episode? I mean, this show was never cutting edge, but the gossipy street concept didn't make me laugh.
Torres and Palmer getting into a fight was interesting, but not enough to save this episode.

When comes "Love Thy Neighbor" it's a fine episode, which could have been better. I liked the set up: one of the neighbors killed the victim, but sadly that concept was not used to its full potential. The identity of the killer is fairly predictable ( I believe it was one of the housewives) too. That being said, I enjoyed the subplot regarding Reeves' sunglasses a lot.
Overall, a fine entry to this wonderful series.
