A pretty good episode here. I like the show going a little cable-ish on us with a hit-man who isn't a complete moron. If the mayor wanted to shutdown NCIS he could do so pretty easily and him resorting to mind games when he knew they were closing in didn't make a lot of sense.

I am glad they wrapped up Percy's prison stint pretty quickly. That was a waste of everyone's time.

Why do it the stupid way?

The exciting battles with the idiotic. Why do the writers turn intelligent characters into fools to accomplish their ends? Skip this episode and save yourself a ton of irritation.

Story poorly written

I agree with another reviewer. OTT writing doesn't make the story more interesting or exciting just makes characters look stupid.

Further complications

This continuation of an unfinished story and case in previous NCIS: New Orleans episodes is quite suspenseful. Of special interest is that the episode is not structured as a whodunit. As the bad guys are well-known, while the team has a race against time to determine which prominent Navy-oriented figure is being targeted for harm.

The serious mood is strongly maintained, with such shows (including of course parent program "NICS'.' Comedy relief concerning the cast's foibles and interaction, kept from warring with the focus on the investigative work at hand. This particular cast do play well off of each other, all linked to the subtle intensity of our fearless hero Bakula.
