Walter Alexander Smith was sent to prison because he knew Snowden. He has escaped and has Frank Kovac's (Jason London) infant daughter in a kennel with a killer dog waiting for the phone to ring and give a kill command. NSA Deputy Director Frank would do anything to save his daughter including compromising files and violating search and seizure laws. Frank is helped by Brenda (Fiona Dourif), a woman he was about to fire.
There appears to be a theme of NSA snooping, i.e. "We are all Snowden", but the fictional setting didn't drive home any point. The ending had a nice twist to it, but watching all the action take place in one room for 70+ minutes was an entertainment killer.
