I guess writer/director Neal Israel didn't feel like stretching himself to create something too different from what he had already created in "Police Academy." This was a generic flea market version of Police Academy. The male traffic cop was a knock off of Lieutenant Harris while the lead character was this Steve Guttenberg/Chevy Chase hybrid without any of their good traits. I couldn't even finish this silly nonsense of a movie. The plot was dumb and the characters dumber.
