Slick episode, well acted as usual, but a flawed and naive storyline. Phelps' first job with IMF is relatively easy, but the writers make it more complex than necessary in this case, and the characters don't ring true. Apparently, a cultured German with a cigarette holder is always their idea of a baddie, even when that baddie is a drug dealer. It just doesn't seem right, and the ease with which the rival gangs just walk into each others' houses is also a bit ridiculous. To the point, if they have figured out who all the bad guys are, and can so easily Shanghai them, why not just put bullets in their heads? Sniper (1993) is a much more realistic portrayal of how to take down a drug kingpin, and more realistic about the army that is there to protect him.
