Well there isn't much to describe in the way of plots and themes in a Jackie Chan movie but that is not why you watch them. When most people come to Jackie Chan they think of comedy, fighting, and cool stunts. The fact that Jackie Chan does all of his own stunts is common knowledge and that is probably why he attracts so many people to watch his movies. Jon Pertwee did all of his own stunts as well, except for those involving heights because he didn't like heights.

The time is the turn of the century and the place is Hong Kong. An arm of the police force called the marine police exist to fight pirates. The only problem is that they are hopeless and can't even find the pirates let alone fight them. Just as they are about to set sail for their third sorte against the pirates, their ships are blown up in the harbour and the unit is disbanded. The unit, led by Dragon (Jackie Chan) becomes a part of the regular police but the problem is that they were involved in a bar brawl with the police a little earlier. Even worse, the commander of the unit is the police officer that Dragon was beating up in the bar.

The SBS critic says that Jackie Chan studied a lot of old American comedies before making this movie and the slapstick humour shows. The difference between this and something like Home Alone is that the slapstick is actually quite funny. Not only is the slapstick funny but also the incompetence of the marine police makes up a lot of humour. Many people comment though that Jackie Chan movies have a lot more comedy, it is just that the linguistic humour does not translate well. That doesn't matter with this movie though because it is still a heaps cool movie.
