It's Neil Gaiman's Graveyard Book. Swap up the characters a little, add a couple extra things like the ghosts being able to go out of the graveyard, and there you go. The main villain is a pair of school bullies. One of the secondary villains of the Graveyard Book is a pair of school bullies. The main character's parents are both dead in both as well. It was just animated and given voices.
The sad thing is that when I first saw this, I loved it. I wanted more. Then, about a year later, I read the Graveyard Book and looked back at this with disgust. I only gave it 2 stars thanks to the animation. I do NOT recommend it. Don't support unoriginal storytelling. Read the Graveyard Book. It's better anyways.
