This started as 2 TV series. I like those better in that each case were well made mysteries. This movie, just over 2hrs, is long, and maybe thus, the large body count? Now I would have preferred a more intricate plot. Not to say the plot here is not intricate but some parts have been seen before.
The focus is taken from the point of view of the main antagonist which is the team lead of a type of CSI unit. He is a loner, meddler, who would notice things other wouldn't ...which kind of makes the investigation team looks like .. just another type of count - head count.
And I would have prefer more time spent on the 2 main team members or even other less know team members. However this one is on a series of body count.
So in the end, to me, it's not as satisfying if you have seen the 2 series. But as a movie, it fits the bill.
