Mr. Fields posts new house rules banning loud noise just as Lou and Bud plan to have a birthday party for Hillary. Lou gets in trouble at the grocery store buying things for the party. Back at the apartment, Bud shows Lou the handkerchief gag. Lou decides to bet Mr. Fields on the trick, which of course doesn't go as planned. Lou is afraid to hold the party and come up against Mr. Fields' new rules, but Bud tells him to stand up to the landlord. At the party they play loud music to the enragement of Mr. Fields. The landlord roughs up Lou, but Bud pushes him to keep on and stand up for himself with comical results.
