Entertaining but inconsistent

Good things first: I like most of the characters, I like the action, and there are some great character moments. Most of the actors get their chance to shine, and most of the characters are really well written/acted. There are some (not all) episodes that work really well when addressing issues that are present in the real world. Kenny Johnson in particular does an incredible job as Luca (my favorite character).

However the show is very repetitive/predictable and a lot of the time the dialogue between characters sounds like conversation between NPC's that doesn't work or make sense. There is interpersonal conflict throughout the show that strains believability and feels unnecessary. The acting with some characters feels very wooden and one dimensional, and almost like they're treating the show like acting school. There are questionable camera angles and some moments of sloppy editing. Also, it annoys me to no end that Shemar Moore's facial hair has a new shape almost every episode and sometimes it just looks awful.
