I was excited for the previews. I thought this was going to be a gritty high stakes drama. It tries to include those elements but the subplot of the black sheep returns home is not as interesting to me. The fact that it involves every character in some way makes things a bit too soapy and campy at times. For instance, when the love interest just happens to be a swim instructor where the crew of our hero shows up, I rolled my eyes. The show has to have everyone involved in the same place so the underlying drama of the dead sister can be advanced and in our face almost all the time. I would be fine with putting that aside for at least... part of the show and let's get to know some of the other inmates and just... fight fires. I'm not bought in to caring about the character background stuff.
