Some parts of it look like a typical women in prison series of movies that were very popular in the 1970's. All that was missing was Pam Grier playing either a prisoner or a sadistic guard. But other parts of the movie had supernatural elements, which were also strangely out of place.
So the titular Prisoner Scorpion is released from solitary, where I assume is where she ended up in the last movie. She takes the opportunity to attack the warden and inspire a riot, which causes her to be raped in front of the other prisoners.
She and six other prisoners escape in probably the most half-baked escape plan ever, which involves the authorities using the child of one prisoner as bait, and busload of hostages.
You should never go into a Japanese movie expecting it to make sense.
