I always enjoyed this episode. For a show where the episodes last only 45 mins, they packed a lot of story in this one and I think it shows that the writer for this (and other good episodes) is Michael Mann ( Heat, Thief).
One thing I always enjoy about Starsky and Hutch is how it mixes a crime story with elements of a buddy movie, comedy and action. There aren't many shows that can manage to do that, especially today (at least in my opinion).
One thing that always struck me as a little odd is the whole "colour" fixation the bad guy has with his victims. I guess for the 70s, it would have been too violent for tv to show rape (although movies like Miss 45 did) and so the use of a spraycan is symbolic of the violence?
Still, it's a very entertaining episode.
