One benefit of low-budget horror films is that there are plenty of strange characters out there that will act for free. This film has those and some gruesome - very gruesome - scenes of murder and mayhem as people compete on a new reality show for Public Enemy #1.

Pelle (writer/director Sean Cain) is looking for his brother Robert (Jim Wright), and, well. that would give it away, wouldn't it.

The main problem from these low-budget films, aside from lack of acting talent, is the reluctance to provide visual stimulation where appropriate. Except for a brief flash in the beginning, there was nothing else worth seeing in this film. Come on, if you are going to title your film Naked beneath the water, lets see something naked!
