No pun intended - and I do agree with others that it did have a strong beginning and went a bit downhill afterwards ... which is quite the feat considering there are no hills ... well you get the picture. I was also surprised to see the german actress Veronika Ferres starring in this alongside Michael Shannon. She seems to be more "succesful" outside of Germany, than she is inside of it. That's not an innuendo, right? Let's leave it at that.
Werner Herzog is someone who knows how to shoot a movie. He also is able to walk a fine thin line - which may not be to everyones taste ... especially when it comes to pacing and the theme of the movie. I doubt Ferres will be the biggest problem here ... there are other things you will have issues with ... the story and the themes for example ...
