Funny

I love how much they're focusing on the inner workings of the Council for the Guild of Calamitous Intent. The members are retiring from villainy so they can focus on running the Guild full time. So, they decide to arch their rivals one last time. What results is a myriad of amusing and unexpected events. Again, Red Death steals the show.

Only downside is that I felt that the B story, Dr. Venture wants a black widow to seduce him because he's that desperate, was funny in concept but not that funny in reality. Also, the widow herself suffers from the showrunners' tendency to write women as a plot devices rather than characters.

The Guild Council doesn't specifically need 13 members; there can be as many as needed or desired by the existing membership.

The Sovereign just chose the number for flair.

Goofs
In this episode Dr Venture claims he hasn't had sex since Hank and Dean's graduation. But in the previous episode 'The Unicorn in Captivity' he had sex at the Eyes Wide Shut party. Sure, we are told later that it was all a virtual reality simulation, but Dr Venture doesn't know that. He thinks it was real. As such he should think he just got out of the biggest orgy on the planet.
