Terror in Philadelphia

When that police officer teared up about his partner nearly losing his mind i rolled my eyes and then he was like "we wondered what we were we doing wrong?" I don't know how he could not see the answer which was very simple to me from the very beginning: utter laziness. They could not be bothered to care for these women to even look into their cases in the first place. They didn't even know where to start cause their lazy butts where not used to lifting a finger. Was it really that much better to have a serial rapist on the loose just so that they could have a high crime solve rate and pat their shoulders on all the good work they were not even lifting a pinky finger to do. And to think this was not even that long ago makes me so mad. Not much accountability with them police officers. The weirdest thing is their pride in the program they later formed to record these cases. Like it's some mind blowing invention. I mean...... did it really have to take someone to die in order for them to give an ounce pee worth of care for these victims. Smh.
