- The story of Phamous is set in the Chambal region of Madhya Pradesh with a power struggle between the four principal characters.
Kadak Singh (Kay Kay Menon) & Ram Tripathi (Pankaj Tripathi) are rivals with Shambhu (Jackie Shroff) who is an outlaw. Shambhu has the people power behind him, but Kadak rules the area with the power of his guns. Ram Tripathi is also a local politician lusts after nubile young girls in the area. He wants to get married to a girl named Sugandha (Samvedna Suvalka), who is engaged to someone else and asks for Shambhu blessings to marry the girl. Sugandha is Shambhu's daughter. Shambhu refuses and says that he cannot consent to marrying his own daughter to an incarnation of evil. At the wedding, there is a shootout, in which Shambhu ends up accidentally killing the girl he was meant to protect.
Shambhu is grief stricken and retires, ceding the entire political space to Kadak and Tripathi. Kadak uses the opportunity to confiscate all weapons in the area, so that only his gang has arms and ammunition and can rule without any obstacle.
Radhe Shyam (Jimmy Sheirgill) is a promising student in Teacher Rozy's (Mahie Gill) class. One day he witnesses a murder by Kadak. Kadak had kidnapped the leader of the opposition Manohar Sharma and kept him in a secluded shed. Radhe was taking a short cut from school to his house and chances upon Kadak's car outside the shed. Radhe peers inside the shed and sees Kadak kill Manohar. A shoot-out ensues between Kadak and Manohar's brother in the market and Radhe is caught in the middle. Radhe manages to survive the shoot-out. The new police in-charge calls Kadak for questioning. Radhe is called by the police for a lineup identification but refuses to identify Kadak as the murderer. Kadak notices Radhe that day. Ram Tripathi wins the local MLA election and starts his political journey. Babban (Jameel Khan) is Ram Tripathi's brother.
One day Ram Tripathi sexually assaults & murders Rozy by tricking her to get into the car with him. He is arrested & jailed.
A few years later Radhe grows up and gets married to Lalli (Shriya Saran). He is still very shy and considered Dabboo by his friends. Goli (Karan Patel) is a local goon and Radhe's friend. Radhe's brother (Deeraj Rana) moves to the city with his wife and tells his father (Achyut Potdar), to have faith in Radhe to handle the house. Radhe is not considered to be competent as he has never set foot in the family farms in his life.
Ram Tripathi has been released from jail and is now an MP. One day Ram Tripathi runs into Lalli at the market. Kadak makes a deal with a businessman Mehta (Sumvinder Khanduri) for a power plant in Chambal, for which he is promised a hefty bribe. Kadak wants Tripathi to speak to higher ups in his party in Delhi to deliver the contract. But Tripathi backtracks. Tripathi wants Kadak to deliver Lalli before he gets the contract done. Kadak calls Radhe for a meeting, at which Radhe shows uncharacteristic spine and insults Tripathi.
Kadak stops Tripathi from hurting Radhe, as he believes he still has Radhe's favor in his head. Tripathi also threatens Kadak that he will not receive any further contracts till Kadak delivers Radhe's dead body & Lalli to him.
In an additional twist, it turns out that Lalli had an affair with a lover (Satyadeep Mishra) from her village. Her MMS was captured by a friend & shared widely, due to which the Sarpanch issued an ultimatum to Lalli's father & caused great humiliation to the house. The lover comes to Lalli to meet her in Radhe's village. Lalli's lover never came forward to defend Lalli and says that the entire village was looking for him to kill him. The lover is confronted and forced to retreat by Radhe. The lover concedes that Radhe is the right match for Lalli and agrees to not pursue Lalli any further. Radhe tells Lalli that he knew about her past, but he doesn't care as he only loves her.
Kadak plays a long game and offers Radhe a job to manage his properties, which requires a bit of travel. Radhe's friend Goli warns him that Kadak is part of the plan by Tripathi to kidnap Lalli by sending Radhe away on some random errand. Radhe goes to kill Tripathi, but is stopped by Kadak, who betrays Radhe and gets his goons to beat him up. Radhe is buried alive as punishment. Kadak kidnaps Lalli and brings her to Tripathi.
In the middle of this chaos, Shambhu makes an entry back into the village, back from his self-imposed retirement and exile. Unknown to everyone Shambhu rescues Radhe from his grave and attacks Tripathi's hideout where he has kidnapped Lalli. Shambhu dies, but Radhe kills Tripathi and Kadak and rescues Lalli.
