The plot line that Samar is earning less than 70% as much as her male counterpart is a political plot contrivance. John F. Kennedy signed the Equal Pay Act in 1963. And there is no way an employee of a federal agency would be earning less for doing the same work. So either Samar would have to have less seniority (which she does) or does something that puts her in a lower pay grade (also true). What more likely is someone is trying to make a point about a subject that was covered by a federal law, more than 50 years ago.

In Dr. James Covington (No. 89) (2014), Navabi was introduced as being on loan to the FBI from the Mosad. Since she is on loan to the FBI from the Mosad, they would still be paying her, not the US government. As such, her pay disparity complaint could not have taken place since both were employed by different governments.
Navabi tells the Aram that she got his paycheck in error and alleges the error was because they were both minorities. The federal government does not pay employees by paper check. All are paid via direct deposit, new FBI employees must complete an SF1199A for this purpose. As such, neither would receive a paper check.
