The film was supposed to start shooting in October 2014 with Robert Pattinson and Robert DeNiro, but was put on hold just days before start after one financier backed out and the original financing fell through. In 2015, the project had a new shooting date and Sylvester Stallone had to replace DeNiro due scheduling conflicts, but it also got cancelled. Since then, the film is on hold.
The city of Toronto, Canada was chosen to represent Chicago for the original shoot in October 2014.
