It all seems to come down to explaining the whys and wherefores of the rules to women in an unfamiliar environment. The foreman who seems to be occasionally baffled by the female staff doesn't seem to realize that he's dealing with an untrained but not stupid work force who are quite willing to obey safety regulations when they understand why. The message behind this seems t be that men know the reasons, having dealt with them for a long time.
