It's a nice idea, and would be a fine little short subject, were it not for the fact that none of the performers can speak a line convincingly.
William J. Burns was the owner/operator of a famous detective agency from 1909 through his death in 1932. Along the way, he was involved in strikebreaking and found guilty of jury intimidation in the Teapot Dome Scandal (it was overturned at the Supreme Court). He was also the head of what would become the Federal Bureau of Investigation under his immediate successor, J. Edgar Hoover.
