- A Navy petty officer chases and attacks a man; he asks to speak with someone at NCIS; the gang solve. An official from the DoD starts snooping around, apparently on a witch hunt; he and a goon squad of grim feds confront Gibbs. [Continued.]
- At the Marine Corps Base, Quantico, Virginia, a Navy petty officer third-class, Lowry, chases and attacks a man who has followed him; Lowry, a cook, asks to speak with someone at NCIS about "national security"; Gibbs and McGee respond; McGee finds a GPS tracking device on the sailor's car. A supposed independent lawyer from the Office of the Inspector General of the DoD shows up in Vance's office, allegedly to wrap up the inquiry into the death of Ilna; he accompanies Tony and McGee on a stakeout related to Lowry's personal gear. Abby finds a surprise, which Lowry does not recognize or remember, but Gibbs and Lowry learn about a program involving Lowry; a three-alarm fire damages the warehouse containing the offices of the program. Gibbs finds a corporal on UA. The members of the gang agree that the IG's lawyer is on a witch hunt of some sort; later he, with a goon squad of grim-faced feds, confronts Gibbs, accusing him of federal crimes. - A Navy seaman chases a man through a park at Quantico and tackles him. Sailors training nearby pull him off. Someone watching the whole scene on surveillance chooses not to intervene.
At NCIS, Ziva pulls up to work in her new sports car, she thought it was time for a change. Tony is upset she sold the Mini to someone else. Gibbs pulls up to get McGee for the case of the week.
At Quantico, the attacker is Petty Officer third class Evan Lowry. He tells Gibbs that the man he tackled was following him and someone has been going through his email, too, and been in his house. He's a cook on a ship and thinks someone might be trying to infect him to infect the crew. He's insistent, but McGee and Gibbs are skeptical.
McGee notices a GPS tracking device on Lowry's car. Someone really is following him.
Back at NCIS, they try to figure out who might be following him. They're looking into his mugging two weeks ago, when the surveillance started and he was hit by a tire iron and got a concussion. His laptop and cell phone were stolen.
McGee traces a photo that was taken on Lowry's phone.
Richard Parsons (Colin Hanks), with the Inspector General's Office, meets with Vance to start the inquiry to Ilan Bodnar's death. Vance is eager to get it over with.
Parsons goes with McGee and Tony on a stakeout to watch the phone. Parsons starts his questioning about the night Eli David was killed.
Tony and McGee go intercept a man on the stolen cell phone. He runs.
Back in interrogation, Lowry isn't sure if it's the guy who mugged him. The suspect tells Gibbs he found the phone in the trash. Gibbs bluffs him and believes the guy knows nothing.
Abby finds a piece of a legal document that was left in Lowry's backpack, releasing them from any physical and mental trauma to Lowry. He signed it, but has no idea what it is.
Down in the morgue, Duckie tries to help Lowry remember signing the document. He remembers whatever he signed up for had something to do with bratwurst, the same blend as was found in a recent morgue victim's stomach.
In the lab, Abby cooks up various bratwursts, explaining to Parsons how she'll test them. He's a forensic know it all. He asks her about the memory card she processed five months ago that had a picture of the man who killed Tyler Wilkes, Eli David, even though they could only see the back of his head in the photo. Ziva recognized him.
Gibbs goes with Lowry to a food cart with brats. He recognizes a nearby empty warehouse. There's an office inside, with a guy eating the brat Lowry remembered. A woman comes out and IDs Lowry as one of their "helping eyes" test subjects. They're examining the psychological effects of surveillance, which started right after he got mugged. Lowry is angry until he learns he's getting $1,500.
Gibbs is annoyed and wants Tony and Ziva look into the doctor running the study.
Back at NCIS, Parsons talks to Ziva in interrogation. He asks why she waited three hours to tell Gibbs her dad was the one in the photos; she wanted to talk to her father first. Ziva insists she tried to save Bodnar, but he fell. Parsons starts yelling, asking her if she slept with Adam Eshel from Shin Bet, saying it would be a threat to national security. Ziva tells Parsons to go to hell. Tony busts in and ends the interview.
Back up in the office, they see on the news that there was an explosion at the office where the experiment was being run. At the scene, Ziva admits to Tony she slept with Adam when she went to Israel to bury her father. She says she felt alone and it was a moment of weakness. He reminds her when he dropped her off at the airport he told her in Hebrew that she wasn't alone. He tells her to talk to legal.
All the surveillance footage was destroyed in the blast, Dr. Hale received minor injuries.
Duckie calls Gibbs after talking to Parsons. The team meets, he warns them Parsons is looking to dig up dirt on Ziva. He has an old photo of her friend Schmiel. She didn't know he once worked for the Israeli government in September 1972, after the Munich killings. Duckie thinks it's a witch hunt.
Back in the office, McGee hacks Parsons files, including a locked Justice Department file.
Back to the explosion, they find Simon Gravy, one of the test subjects, has disappeared.
Tony and McGee watch the footage of Gravy in MTAC. Ziva knocks to get in, her retina scan was denied. Her security clearance has been suspended.
Tony follows Parsons.
Ziva reports to McGee that Parsons is looking into their old case files, including some before Ziva got there.
Tony warns Parsons not to question Ziva's loyalty. "What makes you think I'm going after Ziva?" Parsons says.
Ziva realizes the common thread in the files Parsons pulled: Vance.
Ziva, Tony and Gibbs brief Vance. They think Parsons is trying to get leverage on Ziva to get her to flip on Vance. Tony put a surveillance bug on Parsons phone.
Gibbs talks to Gravy, the surveillance arson suspect, in interrogation. He emptied his bank account an hour ago. Tony thinks Gravy's off his meds. He says he knows who blew up the building -- God. He has an emotional meltdown but denies blowing up the building. He wonders what kind of an idiot would get into trouble knowing he was being followed.
Someone who didn't remember they were: Lowry. Gibbs finds Lowry at lunch with a woman named Stella and her toddler, Abner. Gibbs knows she's UA (the Navy's AWOL) -- they ran facial recognition on everyone Lowry came in contact with and ID'd Stella as a corporal. When he remembered the study he realized he'd exposed Stella, so he set the fire to destroy the surveillance with her in it.
Ziva leads Lowry away and Stella explains she got called for her third tour shortly after Abner was born and didn't want to go. "Haven't you ever bent the rules for a friend?" she asks Gibbs.
McGee listens to Parsons make a phone call and runs to Gibbs. McGee is explaining that Parsons isn't after Ziva or Vance when serious looking men get off the elevator with Parsons. Parsons knew he was being bugged. "Special Agent Leroy Jethro Gibbs, you've manipulated evidence and you've obstructed justice. Do you take full responsibility for the actions of your team?" Parsons asks. "What do you think?" Gibbs says.
