After Danny and Baez get 'no witness talking' investigating the clear daylight murder of a shopkeeper's wife, Jamie brings a crucial lead thanks to his new position: young Elijah Martin, who confesses, saying it was part of a gang initiation he dared not refuse. Jamie wishes to have him lead them to his boss, while Danny wants to close the case to get justice for the murder victim's husband, with whose widower plight he identifies. Jamie must go over indignant Danny's head to pursue the gang leader, leading to a Reagan vs. Reagan conflict that only strains further, despite Jamie finding a way to set things right after Elijah proves manipulated, as the victim's husband assaults Elijah, hence is arrested. Erin and Anthony work with Joe Hill, whose log-prepared court case goes south due to ADA Robert Davis missing court, fed drunk by a bar siren. After they discover Davis corruptly let gang defendants slide several times, Erin fires him and he hangs himself. Frank declines an invitation to speak at a policing forum at a college criminology faculty that had shunned him before, but later grows conflicted after learning Henry and Sid had both accepted an offer to attend in his place, only to find it all a ploy.
