- In the city of Ghaziabad, gang war breaks between two rival groups led by Satbir Singh and Fauji. Thakur Pritam Singh, a corrupt police officer, is transferred to the city to handle the situation.
- The true story of the gang war that lasted between two groups in the 80s and 90s in Ghaziabad, India. In the village of Ghaziabad, Brahmapal Choudhary (Paresh Rawal) is a corrupt mafia Don of Ghaziabad, and has connections with the gangster Fauji (Arshad Warsi), who is willing to do anything to make a quick buck. Rashid is Brahmapal's political rival and Brahmapal uses Fauji as his muscle to retaliate against Rashid.
When Brahmapal refuses to pay Rs 20 Lakhs for Fauji's sister Mahenderi's (Divya Dutta) wedding (he says business is slow and offers to give Rs 10 Lakhs), Fauji breaks their ties and leaves him.
At the same time, Brahmapal befriends a polite teacher named Satbir (Vivek Oberoi) who also happens to be in a relationship with Brahmapal's daughter Sanika (Charmy Kaur). Satbir is educated and talented and yet stays in the village as he wants to improve the lives of children in his village. Satbir's brother Karamvir is enlisted in the army and is posted to the border. Satbir is a lawyer, and Brahmapal asks for his help is a property dispute against Rashid. Satbir takes the responsibility to file a court case against Rashid for illegal occupation of Brahmapal's property.
Fakirchand / Faqeera (Sunil Grover) is Brahmapal's brother-in-law & Faqeera hates Brahmapal because Brahmapal has not shared any of his wealth with him. He also knows after Sanika's wedding with Satbir all the property will go to Satbir & he will be left with nothing. Brahmapal catches Fakir when Brahmapal sends him to court to get a property registered in Brahmapal's name, but Fakir takes advantage of the situation and gets one plot registered to himself. Brahmapal is livid and throws him out of the house.
Fakir swears revenge on Brahmapal/Satbir & decides to incite Fauji. Fakir organizes an attack on Fauji's house attacking Fauji & his sister. One of the attackers deliberately takes Satbir's name in front of Fauji to prove that the attack was carried out by Satbir & his gang.
The Fakir counsels Fauji and says that Bhramapal is favoring Satbir as Satbir is also his future son-in-law. Fakir asks Fauji to get a new political patron. Thinking that Brahmapal has replaced him with Satbir, Fauji becomes furious and joins forces with Rashid (Ravi Kishan), a politician and Brahmapal's enemy. Rashid hates Brahmapal & Satbir both, as Satbir helped Brahmapal in winning a land dispute case against Rashid in front of the village Panchayat. Satbir proves that the ownership papers presented by Rashid are fraudulent as Satbir had the original land records from the land registry department. Rashid was humiliated in front of the entire village. Rashid wins Fauji over by gifting him Rs 50 Lakhs for his sister's marriage. Rashid convinces Fauji that Brahmapal had taken advantage of Fauji all these years and not given him his due. Rashid also offers Fauji a 50% partnership in the business.
Satbir wanted to meet Fauji and clarify all misconceptions, but Fakir plays a double game and counsels Satbir's mother (Zarina Wahab), not to let him out of the house, and to let the matter cool down for a few days. She forbids Satbir from stepping out of the house. Rashid deliberately turns Fauji against Satbir, making him think that he wants him dead. A Panchayat is called to investigate the matter between Fauji and Satbir. Satbir reiterates that he never attacked Fauji. Fauji continues to insult Satbir, and the matter escalates quickly. When Fauji tries to attack Satbir (in front of the Panchayat), an elderly village Sarpanch is shot, leading Satbir to fight back against him.
But before Satbir is able to do anything about it, Satbir's older brother Karamvir (Chandrachur Singh) is kidnapped, and soon killed by Fauji. Seeking revenge, Satbir turns to the crime world to finish off his brother's murderer. He attacks & ends up killing Fauji's brother Rahat. With riots taking place all over (and 20 deaths within a period of 5 days), the police department shifts a crazy, tough, feared and solid officer, Thakur Pritam Singh (Sanjay Dutt) to enter the city bring a stop to this gang-war. However, Pritam Singh ends up making it all worse. Pritam Singh is a legend for not allowing illegal activities to thrive in his area, no matter the cost. In the process, he tends to make very powerful enemies. Pritam has done over 107 encounters in his career. Fauji in the meantime manages to kill Brahmapal in a staged attack in a temple. In the aftermath, Satbir approaches Suman and marries her in a private ceremony at a temple.
Pritam Singh initially visits Fauji and Rashid and later on, invites Satbir to the Police Station. Having gauged their attitudes, Pritam Singh decides to side with Satbir in the war against Fauji and Rashid. With elections approaching, both parties eventually decide to contest with Rashid and Satbir's brother contesting.
Rashid wins the election seeing which Fauji goes on a killing spree beginning his attack starting from Satbir's house and accidentally ends up killing Satbir's now wife Sanika. Enraged at this act of Fauji, Satbir's younger brother Ombir (Eijaz Khan) kidnaps his girlfriend Kavita (Minissha Lamba) - an act that is looked down upon by Satbir. Before she could be returned safely, Fauji invades the place and kills Satbir's brother prompting a furious Satbir to go on a revenge spree.
In the meanwhile, a tape is discovered which not only reveals that Rashid and Fakir have secretly made a deal with Pritam Singh to murder Fauji, thereby betraying him, but also shows Fakir confessing to having ordered the attack on Fauji's house at the start, which is what triggered the whole gang-war in the first place. Furious at this betrayal, Fauji kills Fakir and then heads out to kill Rashid. Pritam Singh also joins in, apparently fulfilling his promise to kill Fauji for Rashid but ends up killing Rashid instead. This results in an action-packed finale that sees Satbir killing Fauji and being arrested by Pritam Singh. His fate then is left unknown.
