- A man drives through a fast food place and is busted when his wife calls. She reads him the riot act about his cholesterol as he pulls up to the window. The guy in the drive-through gives him reason to worry about his health as he shoots him with a dart in the neck.
At the office, Tony counts the hairs he found in his shower that morning. He checks his shower drain every morning and there have never been more than five. This morning, he found 15. McGee mocks him until Tony points out that his hair is thinning too. As they both examine their hairlines in their reflections, Ziva says, "At least you're not going gray." Enter the silver fox, Gibbs.
He's not there to announce the body of the week. There isn't one.
Instead, he meets Agent Fornell outside at the coffee cart. They both got calls from a woman. She joins them and addresses each of them as "Agent." She needs their help. Her husband Victor didn't come home last night and she wants them to look into it. "We are not your personal buddy cop investigative service," Fornell says. She agrees, they're just her ex-husbands.
Victor is a paper pusher for the department of Homeland Security. Diane knows he stopped at a fast food joint. She says it's not like it was with them, she and Victor have a good relationship. Gibbs finds his team listening at the door. They find he went to Beltway Burgers last night. There are bodies at the restaurant.
At the scene, the fast food workers are bound and dead inside. They found Victor's wallet and car. And a gun next to the car.
Duckie arrives, sleep deprived. He hasn't been sleeping well since dating a serial killer. They're greeted by Thomas Pierce with Homeland Security. He doesn't think Victor was worth kidnapping.
Gibbs visits Abby in the lab. She only wants to talk about Diane and Fornell. She found the gun at the scene was registered to Victor and was recently fired for the first time. Victor's prints were on the gun. She found a card missing from Victor's wallet.
Back at the office, Fornell vents about Diane, how she emptied his and Gibbs' bank accounts and even took the pocketwatch that belonged to Gibbs' grandfather. Fornell confirms one of the dead burger workers was a naval reservist, so it's officially their case. The other was a divorced male model.
Victor has been with Homeland Security for five years, but he has tons of money in offshore bank accounts.
Fornell and Gibbs talk to Vance. He gives the kidnapping case to Fornell, which Gibbs is fine with. Diane busts in, angry to have learned about the $2 million. She knows which card is missing. It had an Iron Crypt logo on it.
Ziva and Tony go to Iron Crypt, where they're greeted by a nerd on a Segway. He says Victor is there once a month to inspect their data storage systems. He checks to see if Victor used his access card while he comes on to Ziva. The card was used last night around midnight.
He shows them security footage of a man using the card. It's Victor. He downloaded one file and erased the traces.
Back at the office, they think it was a budget because it had a bunch of numbers.
Down in the morgue, Duckie waxes on about divorce to the corpses. Fornell and Gibbs join him. He reports the victim's wrists were tied but they didn't struggle. Duckie wonders if the crime scene was faked. The bullets were fired from Victor's gun.
Tony talks to Diane, to trying to figure out if Victor has been in contact with her. She calls Gibbs "Leroy". He also tries to find out why Gibbs married her. Gibbs comes in and tells her Victor is a suspect. Abby arrives, announcing that Victor downloaded a recipe for a very contagious virus.
Abby brought in Carol, an infectious disease expert who flirts shamelessly with Fornell. "I'm old enough to be your father!" They say the virus is only spread through touch and people die too quickly to spread it very far. There were much more deadly viruses to steal, but this one would make a great weapon. They think he's trying to sell it. Carol points them to the lab that could create it, winking at Fornell as they leave.
Fornell, Ziva and Gibbs go to the lab and find dead bodies on the floor. There are three dead men trapped in a lab who tried to shoot their way out. The vials of the virus are gone.
Back at the office, they ID two of the dead as ex-special forces who have been working for mercenary groups.
McGee arrives with restored security footage from the burger joint. The dead men from the lab are on it. It shows them dragging passed out Victor around. They still wonder if he masterminded it.
McGee has found that Diane went to the Cayman Islands in 2004 and 2006. Gibbs cites Rule 69: Never trust a woman who doesn't trust her man.
Diane pays an angry visit to Gibbs late at night in his basement. He offers her bourbon, but she thinks he's taunting her. She accuses him of marrying her to get over Shannon, but she apologizes and admits she's scared.
She says she met someone in 2004 who had a place in the Caymans, while she was already married. It was Victor, they got married six months ago. Gibbs sent a waffle iron. She's sure they're wrong about Victor.
She leaves and Fornell steps out from the shadows. He and Diane were still married in 2004. He didn't know she cheated.
McGee calls with a location from the last call the dead gunman made.
They head to the giant warehouse and find Victor toiling over something at a workbench. He's alone and happy to see them. He's caged in and chained up. They free him, but Gibbs dodges the hug.
In NCIS interrogation, he says they said if he didn't help them, they'd kill Diane. He says he was being set up. Fornell confronts Victor about the hidden money and the vacations to the Caymans "with other people's wives!".
Diane listens in interrogation then busts in. He says he inherited the money years ago, invested it and forgot about it. He planned to tell her when he retired. She yells at him for not trusting her, but he settles her down and they hug and make up.
He tells everyone the bad guys are planning to use the virus.
They all meet with Vance. Victor MacGuyvered an old phone to tap into the intercom and listen to the terrorists.
Abby has recovered some of conversation and heard "tomorrow", which would be today and the word "game." The Armed Forces football game is today and they found equipment that would turn the virus into a powder.
They arrive at the game three minutes before kickoff and can't evacuate because the terrorists would release the virus. We see two men carrying around canisters of it.
Abby calls to report there's only enough virus to hit a few dozen people. They check the VIP list full of top brass from all five military services. They see a man go into the luxury box.
They head up and pass a gunned down security guard. There are two men hooking the canister up to the air system on the roof. Gibbs and Fornell creep up and announce themselves. The men fire back. One of them is the Homeland Security suit, Pierce. They shoot both men down before they can release the virus.
Fornell and Gibbs stand over Pierce as he takes his last breaths and says they don't know what they're fighting for.
Gibbs and Fornell report to Vance, that the VIPs were in town for a draw down of military forces. They think one of the VIPs was pulling the strings because he didn't want to lose funding. Vance and Gibbs happily pass that part of the investigation off to Fornell.
Back at his house, Diane visits Gibbs in his basement. She thanks him for finding Victor. Gibbs calls him a good man. She tells him she never should have married Fornell; she didn't love him, but she did like him. Gibbs admits he felt the same about her. She thinks Shannon was the only woman he'll ever love. She gives him his grandfather's pocket watch back. "You were my 'Shannon', Leroy," she tells him.
