Incorrectly regarded as goofs
(at around 27 mins) After Peeta is offered the drink that will make him vomit, he is warned not to do it there because he will vomit on the floor. When Peeta turns away, the person Peeta gave his glass to is shown drinking from it. Yet Peeta isn't warned not to drink it, he is being offered it because it will make him sick and able to eat more. The man drinks it because he wants to vomit so that he can eat some more.
The number of arrows in Katniss' quiver fluctuates throughout the games.
In Hunger Games (2012), the cat Buttercup was black and white. In this film, Buttercup has orange stripes.
(at around 1h 5 mins) In the training room, Katniss shoots arrows at adversaries made of light. When she finishes, and the camera pans out, no arrows are on the ground.
(at around 31 mins) After President Snow drinks from his glass, the backwash turns the drink bloody red. In the very next shot, from afar, the champagne is golden.
(at around 1h 12 mins) It was previously mentioned that Johanna talks to Katniss backstage between their interviews with Caesar when no other Tributes had left the stage after their interviews. However, this explains why Johanna is not in any of the shots while both Katniss and Peeta are being interviewed, but is back on stage after Peeta reveals that Katniss is pregnant. Johanna had gone backstage to fix her dress.
(at around 2h 5 mins) When Katniss pulls a wire from the lightning-struck tree down toward the beach, the wire gets stuck further up the hill. That shouldn't affect her ability to keep moving because she is holding the coil.
(at around 1h 45 mins) Peeta opens an oyster, finds a pearl, and gives it to Katniss. The inside of the oyster shell is very white, but the pearl is dark gray. Pearl-producing mollusks create pearls that are the same color as the inside of the shell. Oysters with white interiors produce only white pearls.
(at around 2h) When Beetee begins wrapping coil around the lightning tree toward the end of the movie, he claims that the average bolt of lighting produces 5 Billion Joules of energy. In reality, the average lightning bolt only produces approximately 1 Billion Joules of energy.
Katniss Survives falling into the water from the spinning cornucopia. In reality she would have been crushed by the stone walk-ways which protrude from the center.
(at around 1h 12 mins) If you listen, you can hear Johanna angrily stomping off the stage after she curses everyone out. During Katniss' entire interview (after seeing her backstage) Johanna is absent, only 22 people are seen up there. She doesn't appear until Peeta's interview where she can be seen at the far left.
(at around 25 mins) When Peeta and Katniss' engagement is broadcast, Caesar announces that it is exciting news for the quarter quell, but the quarter quell decision has not been plotted yet. Quarter quells are always "special editions" of the games, so even though the exact plan hasn't been discussed yet, it's still a special occasion, so Caesar's reaction makes sense.
(at around 1h 55 mins) After the jabberjay hour where only Katniss and Finnick are tortured, Johanna says, "Your fiancé is right". Despite having made the announcement that they had married in secret, in the books they also specify that it wasn't a legal marriage, having only followed the tradition of "The Toasting". One could say then that Johanna could either call Peeta Katniss' fiancé, or her husband, and both would be correct, in a way.
(at around 31 mins) President Snow is drinking champagne and his backwash turns the drink bloody red. This is never mentioned again or revisited in the entire film, but it is addressed in later films. In Hunger Games: Il canto della rivolta - Parte 1 (2014), Finnick explains that Snow would poison political threats and he would even drink from the same cup to deflect suspicion. But that the antidotes didn't always work which left him with sores in his mouth that would never heal. The roses that he wore were also used to mask the odor. This is also mentioned by Finnick in the movie and the point is made it the books, as well.
"Buttercup", Prim's beloved cat changed from a black and white tabby in Hunger Games (2012) to a ginger cat in this film. This is probably a different cat altogether; the cat was never referred to as "Buttercup" in the first movie.
(at around 1h 50 mins) Sam Claflin's British accent comes out in the jabberjay scene when he yells for Annie.
When Beetee is in the woods, his glasses obviously do not have lenses in some shots.
When Finnick carries Mags on his back through the forest, he is clearly carrying a doll with grey hair in some shots.
(at around 1h 23 mins) At the beginning of the games, all tributes are elevated from their tubes to be standing on little platforms supposedly placed equally n a circle in the water between the spikes leading from the cornucopia. But when the camera follows Katniss's view, tributes are only visible to her right, while none can be seen in the segments behind the cornucopia.
(at around 2h 10 mins) In the last scene when Katniss is lifted up on the plane, a shot of her face clearly reveals that it isn't Jennifer Lawrence but a stunt double.
(at around 2h 25 mins) The end credits include a thank you to "The County of Oahu." The island of Oahu is in Honolulu county.
Statistically, it would be almost impossible for all 12 districts to have a living male and female past victor to compete in the 75th Hunger Games. In the previous film Hunger Games (2012), Haymitch mentioned that "Career Tributes" from Districts One and Two won the Games almost every year. Even if just over half of the past Games were won by Career Tributes, subtracting previously identified victors leaves 30 past victors to be distributed as one male and one female from each of the 10 remaining districts. That also assumes that none of the victors have died of old age.
When some of the tributes are on the center "island," Plutarch has that part of the arena spun around to confuse them. The rest of the arena isn't changed, so they would still know what to expect in each.
Arrows of Katniss Everdeen are self recreated.
On 1:44:34 and 1:45:29 there are no arrows at all in quiver.
On 1:46:45 there are three of them in quiver.
And on 1:48:42 there are six of them.
(at around 20 mins) In District 11, when the soldiers open up their expandable batons after the salute, the batons of the two soldiers at the end do not open. The second soldier from the end tries to hide his baton behind him.
(at around 1h 21 mins) Would it not be usual for a mentor (Haymitch Abernathy) to be with a mentee (Katniss Everdeen) as she completes her walk to the vehicle that takes her to the arena? Instead she was accompanied by Cinna from the wardrobe department.
