This means that, regardless of this episode's plot description, the bulk of the episode is set in 1991, and the first scene was in 1988, the year that the miniseries was made, making the rest of the drama a near-future story. This is also confirmed by dialogue that refers to the imminence of the 1997 handover of Hong Kong to the People's Republic of China, again not a likely scenario for 1963.
