- While on the haunted house ride at Santa Barbara's Scare Fest, Shawn and Gus witness a murder and are soon led to believe the person who committed it is the ghost of a man who fell to his death at Scare Fest 13 years ago.
- Open with young Gus and young Shawn at a carnival in 1990. Both are scared of the ride.
Cut to present day. Shawn and Jules are sneaking around the station. Shawn wants to fool around but she wants them to take about revealing their relationship. She pulls out tickets to the fair's ScareFest week (the carnival from the opening) for the following day. She quickly realizes that he had planned to go with Gus tonight, its first day of operation. Shawn is worried about Gus feeling like a third-wheel, but tells her he won't go with Gus.
When Shawn suggests to Gus they not attend ScareFest that night Gus begins to weep. Shawn quickly pretends he was kidding.
Gus and Shawn are first in the door at ScareFest. Shawn spots Ken, their former assistant, working one of the rides and hides because he forgot to give the guy a recommendation for a job.
The guys get on the Haunted House ride. Shawn is so scared he looks into his lap while Shawn takes everything in. Near the end Shawn spots a man being strangled to death. Shawn asks ride operater Carol to shut down the ride and let them look for the body. She isn't buying it and shuffles them out the door.
With promises of helping with a real case Shawn talks Ken into letting them borrow his keys to get into one of the ride's locked side entrances. Inside Shawn sees that the body has been moved and the guys are quickly grabbed by security.
Henry calls and says he intercepted the park's call to the police. Henry also isn't buying Shawn's story of a witnessing a body. Park employee Eve is willing to let them go since they were trying to do the right thing. Shawn spots a framed picture of the man he saw murdered. It is the park president Eve tells them he's been missing for an hour. They shut down the ride.
Lassie and Jules arrive and they end up finding the body a few feet away, having been dragged by the car. Initially Lassie isn't ready to call it murder. A man (park vice president Holloway) walks up and says the president was, in fact, murdered. To Shawn's dismay Holloway thinks the president was murdered by the ghost of Johnny Ricketts.
Shawn promises to Jules he won't lie to her again. A guess-your-weight guy named Mesmerado guesses Jules' weight at 145 and she is furious. He seems to get everybody else's weight exactly right. Jules takes off and Gus arrives. Shawn starts to tell Gus about the relationship with Jules when Holloway arrives wanting to talk to them somewhere more private.
Holloway tells them Rickets was 15-year old kid who fell from the ferris wheel to his death in 1995, the last year ScareFest was held. Holloway didn't want to bring ScareFest back but the park president insisted they had to for financial reasons. In recent days Holloway had been seeing Ricketts in strange places around the park. He shows them someone wrote "You Did This to Me" on the office wall.
Jules went back through the files and found that Holloway was working the Ferris wheel ride the night Ricketts died. The death was ruled accidental, but ScareFest was never held again. Shawn thinks this means Holloway committed the murder.
The rush to the park to find Holloway has just died, having run onto the flume ride while it was running. Using the ride's camera they see that someone dressed like Ricketts was on the ride.
The park has been shut down and Lassie tells the department they are looking for someone fitting Ricketts' description.
Shawn and Gus go the park and find Ken. He suggests they check park records for more information. They go the office where they were originally detained.
Jules tells Lassie she finds it weird there was never a state investigation into Ricketts' death. Lassie is worried Jules is taking Shawn's side too much recently.
After breaking into the office Shawn finds records from the days surrounding Ricketts' death. It seems Eve was forced to falsify her statements at the time. They also see payments of $350,000 made to the Ricketts family and someone named Jamie Emerson. Eve arrives and catches them in the office. They tell her they know about payments and she admits knowing the ride was broken.
Jules can't find Emerson in the computer, but Henry pulls up an old DMV record. Shawn figures out that Emerson must have been on the ride with Ricketts and is now killing everyone involved with the cover-up. Eve is the only one still alive.
They rush to the park and find Eve. She admits to having seen Ricketts over the past few weeks. Just then Emerson (Carol, from the Haunted House ride) walks up dressed as Ricketts. Eve apologizes to Emerson. Emerson is furious the park never came clean. She has been pretending to be Ricketts to show them why they had to pay. Emerson goes after Eve with a knife and they are able to disarm her. At this point Mesmerado (her boyfriend Todd) walks up with a gun. He has been her accomplice. They chase Gus, Shawn and Eve. During the chase Shawn admits to being with Jules and Gus doesn't seem to mind. Todd finds them but Jules comes up from behind to save the day.
Gus claims not to be bothered by Jules and Shawn's relationship. But they spot him eating caramel, his go-to candy during stress.
