A Russian oligarch is a businessman from the former republics of the Soviet Union who rapidly accumulated wealth following the collapse of the Soviet Union in 1990; the word oligarch means "the rule of the few". When the Soviet government began to collapse control of state owned assets were illegally transferred to former government officials, since the Soviet Union was a communist state all businesses in the country were essentially owned by the government and were state assets, so transferring these assets to private control violated Soviet law and helped to hasten the collapse of the Soviet Union. These former government officials then privatized the assets they gained control of and went into business for themselves and became massively wealthy, the direct opposite of their previous communist beliefs. The oligarchs, controlling a massive portion of the country's resources and currency, found themselves in a position to effectively control large portions of the government of the new Russian Federation. Following Russia's aggression towards former Soviet republics in 2017 the United States began imposing economic sanctions against Russia's oligarchs for their support of their government's actions. Then following the Russian invasion of Ukraine in 2022 many of Russia's oligarchs were sanctioned by most NATO member nations, drastically reducing their profits.

In real life an NCIS team would not try to rescue a high value asset from a trained Russian kill squad alone and without backup. They would have a REACT team backing them up, which is NCIS's tactical unit. REACT stands for Regional Enforcement Action Capabilities Training Team, they undergo the same rigorous training as special operations units like the FBI's HRT and the DEA's Spec Ops unit (in fact a lot of REACT agents are former Navy & Marine special forces) and specialize in, among other things, agent and undercover asset rescue and high-risk arrests.
