Recently transferred to Strasbourg, police captain César Wagner struggles to find his bearings in his new team. For his first assignment, he investigates the apparently accidental death of a budding local football star, while also seeking to assert his authority in his squad.

Cesar is called to a curious crime scene: a young woman has been found completely drained of blood. The victim is a Romanian delegate to the European Council for Human Rights. Cesar worries about cell phone "radiation", submitting a blood sample for lab tests, possible allergic reactions to latex/rubber, and more.

In episode 3, two people are found dead within hours of each other near the Museum of Modern Art. Evidence shows that they knew each other. César Wagner and team investigate while being involved at the Museum's activities. César and his mother, the Mayor of Strasbourg, continue on conflicting paths.
