CAT6 cannot be tapped by a stripping method because it is multi-core, meaning more than one wire. The F-type connector does not carry packaged data, rather a RF signal, which at most would only allow you to tap what's attached to the connector. There is no way any of what was described in intercepting all of the cameras in the house could possibly work.
