Oscar the Grouch is showing Cookie Monster some junk from his trash can, when he comes across a poster for that time Big Bird ran for President. Cookie doesn't remember that happening, so Oscar explains that he dropped out before election day and that running for President means going to a lot of lunches. This piques his interest, assuming that cookies are served at these lunches. He sings a song about what he would do if he were "President Cookie," and resolves to start his campaign.
