The Great Truce, which has prevented dog-cat animosity for ten years, is the reason for their collaboration.
Currently working from his desk, Roger was once a field agent.
Their owners, Max and Zoe, reside in the same building in the Seattle suburbs where they both reside.
Max, a middle school tennis player, feels pressured to place first in the state tournament by his mother.
Due to his inability to pay the rent, Ollie, Zoe's struggling musician father, is being evicted from their home.
Their boss, Old Ed, gives Roger and Gwen the task of looking into a plot that could jeopardize the cat-dog truce.
They patrol the neighborhood while their communications are down, and a dog in the park informs them that the alley cats might know something.
Roger, Gwen, and Old Ed enlist their neighbor dog Duke to assist them in their investigation.
Roger acknowledges that he left the field agency after his mentor was injured while he and Gwen were searching for the alley cats.
One of them confesses to carrying out a clandestine operation by breaking into a wireless phone company and obtaining cellular access codes and Wi-Fi codes from their computers.
They also discover that someone is attempting to manipulate wireless frequencies that are only audible to cats and dogs in order to manipulate them into conflict, which would mean that people would only adopt birds, reptiles, and snakes.
Both Roger and Gwen acknowledge that Max and Zoe no longer have time for them and that they have no other friends; instead, they merely walk past one another in the building and use the elevator together.
They therefore intend to hook them up by concealing their phones in their apartments, ensuring that they will forget them when they depart.
When Max gets into the elevator for his next tennis match, Zoe goes in, and Gwen turns off the elevator's electricity, trapping them inside while their pets run into Pablo the Cockatoo, the mastermind behind the evil scheme.
They also find Old Ed stuck in an ice cream truck, and he informs them that Pablo is at the pet store.
While confined together, Max and Zoe begin to open up to one another.
Max tells Zoe about the pressure his mother puts on him to win tennis matches, and Zoe tells him to "chill, chill, and chill."
Zoe also admits to being evicted and to having assisted her dad in writing a song to keep them at home.
Max asks her to play the song for him, and she does. As the elevator turns back on, someone arrives to turn it on, and they exchange a kiss and express gratitude for being so open with one another.
Max finds Roger gone when they return to his apartment, so he uses the GPS on his collar to locate him at the pet store.
When Roger and Gwen get to the pet store, they run into Pablo and his minion Snarky the Tarantula, who scares Duke into giving up.
Duke, Roger, and Gwen are then trapped in boxes, and Pablo has his minions turn on the wireless frequency, which Max and Zoe hear as they walk in.
Pablo then commands snakes to attack Roger. Duke escapes his trap, however, and frees Gwen and saves him.
A boy then meets Pablo, gives him a pet, and begins to realize how foolish his actions were. However, his goon, Zeek the Tegu Lizard, locks everyone in the shop and attacks Pablo with the frequency.
As Roger attacks Zeek, Duke squashes the spider, Gwen battles the snakes, and Pablo takes the phone to turn off the frequency, releasing Max and Zoe from the commotion.
Old Ed, who turns out to be Roger's mentor, confesses to being abducted specifically so Roger could rescue him because he knew he was a skilled field agent.
He and Gwen then go to Zoe's and meet up with their owners.
When Zoe performs her dad's completed song for him, he finds it enjoyable and proceeds to sell it, preventing them from being evicted.
Zoe's advice to "chill, chill, and chill" is what Max uses to win the title and his next fight.
Max and Zoe are closer than ever, and Roger and Gwen spend more time outside with them.
The boy at the pet store adopts Pablo and Zeek, though Zeek is imprisoned in an iron dog suit.
