- A Sri Lankan political activist visiting New York City is the victim of an assassination attempt, but the mastermind turns out to be a very unlikely person.
- Arriving in New York from Sri Lanka, political activist, Bela Khan, is in the States to visit her ailing mother, and speak at a political rally. While leaving the rally, assassin, Bhatt Tom, attempts to kill her but misses and kills her personal assistant, Rosemary Shaw, instead. The assassin is killed by her body guard, Gil. Detectives soon discover that it was the body guard, Gil, who planned the exit through the kitchen, to set up Bela for the hit, in exchange for getting his brother off of death row. When he is assassinated while in custody, Logan and Wheeler turn their attentions to members of the the Khan family itself, as possibly being behind the hits, and must figure out who is pulling the strings, and who the real target is before it's too late.—Lynne Boris Johnston
- We open in Sri Lanka. (Yes, you're watching Law & Order.) A woman is told it's time. A crowd waits at JFK airport. The woman greets the crowd and is asked by the news how it feels to be free. She won't feel free until her homeland is.
She greets her brother. She wants to go somewhere, but he's worried there will be consequences - like what happened to their father and brother.
She visits her mother, but excuses herself, saying she'll return.
She makes a pitch for non-violence and diplomacy to a room full of supporters. Her brother and a guard escort her out through the kitchen. A short rings out. A guard kills the gunman, but it's too late... the woman's assistant has been killed.
Logan and Wheeler arrive. She starts to brief Logan, but he fills her in. Bela Khan has been under house arrest and is the leader of her country's independence movement. Logan sees shades of Bobby Kennedy's death in the kitchen shooting.
The FBI are on their way, they're taking responsibility for Bela's security. Wheeler talks to Bela while Logan talks to her brother. Bela says her assistant, Rosemary saved her life, throwing herself in front of the bullet.
At the airport, two men exchange briefcases as someone snaps photos of them. At the office, they're trying to ID the gunman. Logan mentions it was the bodyguard's idea to go through the kitchen.
Logan and Wheeler interview the bodyguard, who is distraught. They want to know why the gunman got off two shots before he fired even one. Logan tells Captain Ross the bodyguard is either embarrassed he screwed up, or is hiding something.
They've ID'd the gunman. A married father of two who lives in Jackson Heights. A cab driver. They interview his wife, who tells him he had history with the Khan's in their home village. She has no idea why he did what he did.
They talk to the Khans again. Bela declines to cancel her public appearances.
One of the men from the airport shaves his beard and takes a flight to Toronto.
Logan looks into the bodyguard's family. His brother was in prison for treason, but he was released three weeks ago.
He quickly confesses, but says he was told by his contact that no harm would come to Mrs. Khan. He says his contact's cover was working at the consulate in New York. But Gil says he'll be long gone by now, and that they won't stop trying to kill her.
Shady Guy No. 1 checks into a hotel and examines his high tech sniper rifle.
Logan and Wheeler meet with the FBI, who shows them their surveillance photos. Shady Guy is Nick "the mechanic," an assassin. They know he's in Toronto, but not much else.
Bela Khan continues to give speeches. They meet with Mr. Khan, who recognizes the name of the man at the consulate. He tells Logan and Wheeler his wife just accepted another speaking engagement.
Bela speaks at her assistant's funeral. Logan and Wheeler keep watch. Cut to Gil riding a prison bus. Nick the assassin lies in wait on the roof of a building, but where? Wheeler thinks she sees someone who looks like Nick in the crowd. They go to check him out. (It's not him.) Nick cocks his gun and rises up to fire. But it's not at the funeral - it's at the prison bus. He hits Gil.
Logan and Wheeler check out the scene. Nick left the weapon behind, a custom made sniper rifle.
They wonder who else would know Gil had a bail hearing. His lawyer. The Khans were picking up the tab, Bela felt bad for him, despite the whole "he conspired to almost get her killed" thing. Her brother, Ronnie, denies he had anything to do with Gil's death. They meet with Ronnie's ex-wife. She says it's hard to compete with the Khans money. She raves about Bela, but not her ex. She says Ronnie's only allegiance is to the family's money. She tells them the other brother died in a plane crash. It was Ronnie's plane.
They start looking into Ronnie. While Bela was under house arrest, Ronnie sued AJ, Bela's husband, because he'd lost company money. Killing his sister before their mother died would mean he'd get the whole family pile. Ross tells them to look into who set up the speech the night of the shooting.
Bela tells them Ronnie rented the hall. She also tells them they didn't learn much from the plane's wreckage. She says her brothers weren't close, but then she starts to see where they're going. She says when she speaks the next day at Husdon, her brother will be at her side.
Nick the assassin gets a lap dance in a strip club, because that's apparently what assassins do in the their spare time. He toasts a man who the next day turns up to the speech in a wheelchair. Nick the assassin goes to the speech with a prop, a small child on his shoulders. He's nearly unrecognizable in his aged make-up.
Logan and Wheeler scan the crowd. Wheeler thinks she sees Nick (she does). The crowd applauds Bela Khan's introduction, rising. Nick stays seated.
Bela welcomes her family to the stage, including her brother. Nick rises, but Logan grabs him. Wheelchair guy stays seated, just long enough to get off a shot and run away - on his working legs. The FBI guy chases after him and kills him. On stage, Bela is alive, but her brother has been shot.
Outside, Ross demands answers. Wheeler apologizes to Bela.
In custody, Nick removes his make-up and declines a lawyer. Nick had one bullet, Logan thinks his job was to take out the other shooter. Wheelchair guy is Patsy Moran, another gun for hire.
Nick denies knowing Patsy. He claims the plastic gun was for protection. He has an answer for everything. Logan suggests he will be sent for extraordinary rendition for torture in a foreign country, handy in those times when pesky things like the law get in the way.
Nick doesn't think this sounds swell and starts talking. He was hired to kill Ronnie, the target from the beginning. The money came from the same tiny island in the South Pacific where AJ does business.
They go to visit Bela. They tell her they checked the court transcripts for AJ and Ronnie's lawsuit and found that AJ had to reimburse the family $25 million, which had to make holidays awkward.
They tell her the money for the hit was wired through the island where her husband did business. She's firmly in denial. She thought her husband was right by her side on stage. They go to the tape, finding that AJ stepped aside to fake take a call right before the shot. They also notice Bela's strange reaction to her brother's shooting.
Logan and Wheeler go to arrest AJ, in part based on the company papers Bela provided for them. Bela's niece, Ronnie's daughter, joins them. They show Bela the tape, she quickly turns on her husband. They handcuff him. He's seeming mighty shocked. But that's not all.
They play the rest of the tape, starring Bela. They notice her pushing Ronnie away from her. She doesn't flinch when he gets shot. She reacts too quickly. She knew she'd end up with her picture on every paper. AJ pipes up now, saying it was all her idea, right down to using a guy in a wheelchair, because they'd be too embarrassed to search him.
Wheeler asks the niece of her dad suspected Bela. No, but her grandmother did, saying that Bela had taken both of her sons.
They place Bela under arrest and as they lead her away, she stays on message, preaching independence for her homeland.
