Brutus as the general manager of a big grocery store.? Yup, here is the bearded villain running the "Big B Super Market" where "Brutus gives you bigger and better bargains. Today our special is gently-packed pickled platypus eggs. There are a lot of (alliterations in this episode.)
Brutus has a TV screen in his control room where he can spot the "suckers....er, customers" approaching the store. He sees Wimpy, Olive Oyl and Popeye singing alone. He rolls out the red carpet for the first two but then yanks it - and Popeye - away as the sailor approaches the door.
Inside, we a lot of people including an old man with a beard who asks Popeye where the exit is, because he's been unable to find it for 15 years. Popeye looks at his shopping list: 1 - pickled peppers; 2 - Popeye peas; 3 - powered prunes. (What did I say about the alliteration?)
Anyway, the quick story involves Brutus up in his control room with all kinds of gadgets, storing Popeye and wimpy in the frozen storage room while he takes off with Olive.
The story was lame, as most of these 1960-61 Popeye cartoons were, but the dialog with all the alliterations made it at least fun to hear. That, and Brutus' evil laugh, usually are entertaining.
