Snooky Goes to the Dogs
Before I begin this review I should give you fair warning: I do not like the sort of movie in which animals are pushed into costume, White & Meyers' DOGVILLE series from MGM fills me with almost as much horror, watching the dogs being mistreated, as does a typical episode of a White-directed THREE STOOGES.
That said, and if you like the sort of movie in which chimpanzees are told to act as if they are human -- usually this involves smoking cigarettes -- then this is a pretty good Snooky. He doesn't walk around talking to small children. Instead he spends his time helping some dogs escape from the dog catcher, a sort of proto-Dippy Doo Dads. The gag construction is rather slow, probably because you're supposed to be laughing at a dog wearing glasses and smoking a pipe. But there is a plot that makes sense once you accept the premises.
