Johto League Champions was considered to be one of the worst seasons of "Pokémon" ever. This was the point where everyone was making anti-pokemon games and even hating on the franchise as a whole. There was way too much filler and very little was important in the long run. This episode is an example in a weird way. It does in fact end with Brock's Zubat evolving into Golbat. Seeing as how he's had Zubat for over three seasons at this point, this actually is pretty important. Brock falling for a girl is a bigger part of the story here.
It's kind of distracting. Team Rocket do get a really funny motto here. You have to see it to experience it. I guess you could consider this an example where they team up with the good guys but end up betraying them in the end. It's too basic of a story. I still like how they do manage to make it relevant to the series, if only at the end. I mean, Zubat evolving is in fact an important plot element here. Not the best, but passable. ***
