Incorrectly regarded as goofs
When Monk is talking on the stage requesting the crowd give him the blue balloon/ball, a security guard throws it away.
That is deliberate and not a goof. The crowd was playing "Keep Away" with the ball and threw it away from Natalie, Disher, and Stottlemeyer, too.

When Monk first arrives at the festival, he passes a redheaded woman in an orange sarong with her back to the camera. The camera then cuts to the opposite angle and this woman is seen behind Monk, still with her back to the camera. Later, when Monk is trying to find the payphone, this woman is in the crowd around Monk and dancing on stage at the same time.
When Ketter finishes practicing the song while Monk and the group watch, he finishes with a D major chord. In the next shot, his fingers are positioned for an E minor chord.
When Monk, Natalie, & Capt Stottlemeyer first arrive at the festival, Monk begins to object to going in. At one point a female extra in a tank top and glasses walks past Monk into the festival. In the next shot she can be seen bumping into him.
When they show the stage for the first time, note the blonde girl on the left in the yellow-striped halter and khaki short-shorts. Then, a few seconds later, when Monk is looking for the payphone, she is on the ground on screen right. After Monk makes his "phone call," she is back on the stage.
Various extras in this episode are seen multiple times throughout the episode. Though this could be done, there is one extra, the large Black woman, who first appears at Monk's arrival hanging out with several others, and then again shortly after Monk is at the port-a-potty for the first time.
Glass beer bottles are not allowed in concert areas for the safety of performers and attendees.
Disher says "Those [12-string guitars] are pretty rare." Although not used as often as 6-strings, 12-string guitars are fairly common in rock music, from the Byrds in the 60s onward.
Stottlemeyer asks "Is that a B string?" Jared says "Nah, it's a D. A high D from a 12-string guitar." Guitars (including 12-strings) are normally tuned EADGBE (low to high) so the high strings are G, B and E. Moreover, there is no way to tell from looking at a string that it is for a 12-string guitar.
[12:28] Kendra says she was Stork's NA sponsor. NA and AA strongly suggest that you be sponsored by someone of the same gender.
They do suggest that sponsors be of the same gender, but it's not a requirement. It's more important that the sponsor is someone whom the recovering addict trusts and respects.

Natalie's shoes change during the episode. She is wearing heels when they are in the police station at the beginning of the episode, flats when they arrive at the rock concert, and tennis shoes at the end when they are trying to catch the beach ball.
She was not wearing tennis shoes when they were trying to catch the beach ball. As for heels vs. flats - many women don't drive with heels on and keep flats in the car to wear. She just never changed back into the heels after arriving at the festival because she could see that the ground was mostly loose dirt.

When Monk is in the parking lot admonishing the concertgoers for dancing there, there are many dancers hoisting and drinking beer from bottles. All the bottles visible to the camera still have their caps on, even though the dancers are "drinking" from them.
Monk is wearing a green wristband pass for the concert on one arm, but one of Monk's many obsessions is symmetry. For example, he once hurt his hand in an earlier episode, and he put bandages on both hands. There are many other occasions where Monk deals with symmetry and especially symmetry of human body and his own. Monk should be wearing two wristbands, one for each arm.
