It's workplace business as usual when break room snacks fall victim to budget cuts - and Bill's right there to work the staff up into frenzied revolt. This is sitcom humor 101, but Phil Hartman's playing the dictator routine to the hilt for maximum hilarity. The same with Stephen Root as Mr. James completely overshoots the bad cop approach. And Dave's caught between the two trouble makers.
On the subject of Hartman himself, very little in this world is funnier than an egomaniac drunk with political power, and his talent here is beyond reproach.
A lesser sitcom would muck up this well-worn office tension. But this is "NewsRadio" we're talking about here. It's gold, baby.
