When Mulder is being chased through the airport because of Max's bag, he quips to Scully, "More people are trying to get their hands on this thing than a Tickle Me Elmo doll." In late 1996 an epic fad of consumer mania happened over the Tickle Me Elmo doll.
Executive producer John Shiban was asked to write a speech for Garrett in the scene where Mulder encounters him on the airplane. Inspired by a speech given by Orson Welles in The Third Man (1949), Shiban wrote the monologue as an homage to the film.
At 22 min 5 secs, the camera shot from the roof of the hanger shows a huge "X" shape in the roof frame.
