Picard's assertion that "A peace treaty isn't just a piece of paper," stands in contrast to Commander Hudson's assertion in The Maquis, Part II (1994) that, "...out here, on the frontier, without the power of the Federation to back them up, a treaty is only a piece of paper." However, the the statements are not mutually exclusive. Hudson was referring to the effectiveness of a treaty in isolated regions. Picard was talking about the intentions behind treaties.
