An East German scientist mysteriously comes to the USA, ostensibly to see an entertainment carnival, but it turns out that it is a front for a plot to complete a rocket weapons system that could be used to attack American airplanes and ships.
Steve has to investigate the carnival and the various characters there, several of whom may be on foreign payrolls.

Steve Austin investigates an East German scientist who fakes a heart attack while in the U. S. under the guise of attending a science conference. The trail leads him to a traveling carnival staffed with an assortment of dubious characters. Steve Austin uncovers an elaborate missile launching device that is disguised within several carnival rides and is located in close proximity to the test flight of a new B-1 bomber.
An enjoyable episode, mainly due to the usual espionage or top villainy occurring in a fairground, which makes for an inspiring setting, especially when you learn what dastardly plan is in store. There's also some interesting scenes such as Steve paddling his legs while holding a board. Beats a speedboat with those bionic legs. The plot is quite high-wired and engaging.
