As the other user has mentioned, the casting for the extras in this episode is atrocious! The 'jackass' guy gives a really bad performance, which is evident in just the opening scene. That first scene also goes to show the quality of this episode is not even up to the par level of Season 9, let alone a great "Seinfeld" episode.
I did enjoy some of George's story elements, particularly because of how great Jason Alexander is. I enjoyed the bit where he was at the movies, ready to blurt out his little catchphrase to get some laughs. I did assume that there would be a little "The Opposite" (5x22) reference when George begins to verbally attack the laser guy. The girls in the cinema are horrendous actors for the role, and the writing is atrocious for those two characters.
Elaine's story is terrible, and although JLD is as excellent as she always is, the story borders on abusive and mean, even for "Seinfeld". A part of that story revolves around Elaine trying to escape the parade, by going under the seats at a game. There is a pregnant woman in the midst, and one of the standing police officers/security guards does not give her the chance to leave. They leave her trapped there. That was mean because it wasn't coming from our main characters.
There's a fairly decent scene where George, Jerry and Kramer meet in a woman's apartment under their different aliases. George is Art Vanderlay, Jerry is Mr. Varnsen and Kramer is Mr. Pennypacker. This was a fairly good moment.
The second last episode of "Seinfeld" might be the second worst episode of the entire series, if not the worst. It suffers mostly from some terrible casting decisions (very rare for "Seinfeld") and some bad writing but George makes it bearable.
