Details of the aliens' arrival suggest that they are aggressive. For instance, what's perceived as a missile explodes on the far side of the moon. Then, a laser beam is directed at a communications satellite, eventually disabling it. Military advisers conclude that these were demonstrations of strength. Scientists, on the other hand, feel the explosion was intended to create a quantum singularity--a mini-black hole--to serve as a power source to better facilitate deep-space travel. They would eventually realize that the laser beam contained a video message from the aliens when it was re-transmitted to another satellite at a reduced intensity. The decoded video shows an ominous-looking alien speaking in an unintelligible language.
Faced with a potential showdown with Russia (who have decided that the aliens are hostile), the President struggles as to whether to welcome the visitors or fight them. He transmits a message back warning the aliens to not enter earth's atmosphere and remain in orbit until diplomatic ties have been established. In the meantime, the scientists determine that the aliens live in a liquid environment. When one of the ships breaks formation and plunges into the ocean, the President joins the Russians in launching nuclear weapons, which are promptly knocked out by the aliens. The aliens retaliate by launching missiles directed to the U.S. and Russia.
Seconds before the two countries' annihilation, the scientists realize that the video message was in English after all, but it was distorted by the liquid environment. The message was "Let us be friends", which, ironically, was the President's campaign slogan.
