Detectives Green and Fontana investigate the murder of seven people, three of whom were high school girls from a prestigious private school. The other four were drug dealers and when the police find that their boss was also killed, they start working their way up the line and find it goes to Qaadar Khaleel, an Afghan warlord who is an ally of the United States government. Khaleel tries to claim diplomatic immunity and when that fails, the defense tries to embarrass the Federal government into arranging for his client's release by suggesting they had, implicitly or explicitly, supported his drug activities.
