Richard Houts was Chief of the Los Angeles County Fire Department from 1969 to 1977. The launch of the LACoFD Paramedic Program took place during his tenure, and he worked closely with Jack Webb and Robert A. Cinader as a consultant for "Emergency!", to give the show some authenticity, and to highlight the benefits of the Paramedic Program to a national audience. The portrait in Captain Stanley's office is of Chief Houts himself, and Captain Stanley's clock pokes fun at the Chief, in a Mickey Mouse kind of way. He retired in 1977, after 40 years of service.
