The scene at the end of this episode, where Brenda takes the folder of now unnecessary resignation letters and a wastepaper bin to the head of the squad room, tasking each person in turn with an assignment whilst dropping his/her letter into the trash is a nod to the very first episode. In the show's pilot, when Brenda takes the lead of the new division, ruffling everyone's feathers in the process, Pope had handed her a folder of the transfer requests of everyone in the department. She did exactly the same thing - addressing each one personally with their next task, while dropping the transfer requests in the trash.
Standards and Practices refers to the entity reviewing professional conduct to be sure it complies with an agency's policies, procedures and guidelines. It is also refers to a television network department that reviews television scripts and finished episodes to be sure they comply with network and Federal Communications Commission content policies (language, nudity, etc.)
This season finale episode ends in exactly the same way as the pilot - with Brenda retreating into her office, closing the door, opening a drawer and eating something from her secret stash of candy.
At the end of the episode, Brenda offers to buy the squad a drink at "O'Malley's." There is no O'Malley's in downtown Los Angeles. It's likely the fictional bar is named for the O'Malley family, long time owners of the Los Angeles Dodgers. The LAPD Academy, where new officers are trained, adjoins Dodger Stadium, and much of the LAPD is intensely loyal to the team.
At one point in the episode, Brenda moans to Fritz that she should quit. Fritz jokes with her by reassuring her that, "Quizno's is hiring". Quizno's is a national submarine sandwich chain.
