- Rebecca is concerned for Robin's welfare as he is on a works crew picking up garbage, work unsuited to his previous white collar billionaire lifestyle. Sam relishes in rubbing Rebecca's nose about the situation. Carla relishes parading her scantily clad, blouse-wet body in front of the female-starved convicts and their muscled guards. Meanwhile, Norm's life is crumbling around him as The Hungry Heifer is forced to close due to a building sale and demolition. He's not only sad for himself, but for Sid Nelson, the owner and his friend. Norm goes on a mission to save The Hungry Heifer. He starts off with a petition, but in the process of the petition thinks he's found another way to save the building and thus the restaurant. Sid shows his gratitude to Norm, who he has always treated as a son, in an unexpected way by making a special request from him.—Huggo
- A work crew made up of prison inmates is picking up trash in the park across from Cheers. One of the biggest surprises, is that one of the inmates is Robin Colcord. While Rebecca is worried for Robin's well-being, Sam relishes making fun of his situation.
Meanwhile, Norm has received shocking news that his favorite restaurant, The Hungry Heifer, is going to be torn down. Frasier gets Norm energized to do something, and Norm starts a campaign to save the Heifer. After amassing enough signatures to save the restaurant, Norm takes them down to City Hall, and finds out that several features of the restaurant could make it a roadside landmark! In honor of the great news, Norm buys a round of drinks for the bar, and invites everyone to come to the Heifer that evening, intending to turn the restaurant's farewell dinner into a joyous occasion.
At the dinner, Norm tells the good news to the restaurant's owner, Sid Nelson. However, upon hearing the good news, Sid storms off and into the kitchen. Norm follows him, and is shocked to see Sid flinging gasoline around! Sid explains that the developers were planning to pay him 3 times what the value of the restaurant was worth. He also claims that he's felt guilty regarding the rather unhealthy food he serves. Sid tries to get Norm to help him burn the restaurant down, but Norm refuses.
In the end, it seems that Norm may have talked Sid out of his plan, until smoke begins to pour out of the kitchen, with the fire started by the restaurant's bus boy. Needless to say, everyone rushes out as the fire spreads.
