Kim Hong-joo is the leader of a police squad that is having a lot of problems to fulfill their arrest quota. One day, thanks to his intuition he arrest a low class drug dealer who in order to get a lower sentence, lead them to a big crime organization.
Though the film starts fine, soon shows one of it's defect, the rhythm less. The other main defect is the running time, the film doesn't tell so many things to fill almost two hours at a good level, though this problem is becoming more and more common in the korean films. The movie can be also quite predictable because is a story that has been told before a lot of times.
